TO THE PEOPLE OF GUAM,

We have decided to run for Governor and Lt. Governor after an overwhelming outpour of support and encouragement from the people of Guam. 
We want to bring Guam back to the way we remember it, a safe and beautiful island that we could afford to live in. More importantly we want to build Guam up to be stronger than ever before. This is not an easy task, but with the right minds in place, a lot of hard work, and honest leadership, together we can pave the concrete to the Guam we remember.
You deserve a Guam that is safe, livable, and has leaders who are honest and genuinely care for the island and the people who call it home. 
This is a defining moment to change the course of Guam’s future. We humbly ask you to join us and for your vote. A vote for us is a vote for Guam.

Therese M. Terlaje is serving her fifth consecutive term as a Senator in the Guam Legislature. She has led the Legislature for two terms as Speaker and previously served as Vice Speaker in her first term. First elected in 2017, she has been a consistent advocate for policies that improve quality of life for the people of Guam.
Throughout her legislative career, Therese has focused on strengthening government transparency and accountability, expanding access to healthcare, protecting Guam’s environmental, cultural, and historic resources, supporting war survivors and veterans, and ensuring justice for all.
Prior to her service as a Senator, Therese served as legislative counsel for 30 years and also worked at the Environmental Protection Agency. She is an attorney and longtime small business owner and previously served as an assistant professor of Criminal Justice and Public Administration at the University of Guam for seven years.
Born and raised on Guam, Therese graduated from the Academy of Our Lady of Guam. She went on to graduate from Creighton University (B.S. Biology) and UCLA Law School (J.D.).

Senator Sabina Flores Perez is a dedicated public servant, environmental advocate, and policy leader committed to reshaping Guam’s future through bold, community-driven solutions. Currently serving in the 38th Guam Legislature, she is committed to ensuring that Guam’s policies prioritize green and sustainable growth, economic equity and diversification, and public well-being.

Her background as a teacher, researcher, and environmental advocate continues to shape her work as a Senator through her commitments to:
